Guidance and goals on China Textile Industry for the Eleventh Five Year Plan

1 .The guidance
Building China as a super textile power is the core aim and to achieve this goal its textile industry should:
~ Insist on a scientific development point of view
~ Take full advantages of market re-source scheme and industrial policy's guidance
~ Rely on technology advancement and self innovation in order to transit economy growth mode
~ Optimize the structure of export and import
~ Exert to create high quality brands and to fasten the industry's upgrading process
~ To improve resource usage efficiency and to develop environment friendly and recyclable technologies and products
~ Fasten the development of the middle and west areas and to upgrade textile industrial clusters
~ Strengthen economy and technology corporations with other countries, and fully utilizing the market and resources home and abroad
~ Construct a mature China Social Compliance system for textile and apparelindustry
2.Goals to achieve by the end of the 11.5
~ The ability of self innovation should see a big leap and there should be a considerable number of international brands
~ The industrial structure should optimize further and the overall technology equipment should be improved to a large extend
~ Low efficiency, high energy cost, high pollutive and low levels of preliminary work should be properly limited and eliminated
~ The textile industry should aim to become a competitor who is brilliant at quality, self innovation and speedy responses

The target for energy saving:
By 2010: compare with 2005: 10% will be down on electiricity usage per ton of fiber production;
The target for cost cuts:
By 2010: Compare with 2005:the fiber consumption per unit of output value will be down 20%;
And compare with 2005: 20% will cut on water usage per ton of fiber production;
The target for polution cuts:
By 2010: compare with 2005: pulluted drainage per unit of output value will be down 22%;
The target for proportion of garment, home textile and industrial textile:
In 2005: 54:33:13; By 2010: 50:33:17;
The target for other products output:
In 2005: man-made fiber: 16.29 million tons, by 2010:man-made fiber 24 million tons anticipative; annual growth: 8%;
In 2005:Yarn 14.4 million tons, by 2010:yarn: 18.5 million tons; annual growth:5%
