During the Tenth Five Year Plan, the number of overseas enterprises of Zhejiang increased quickly. 2160 overseas enterprises have been approved, ranking No.1 among all the provinces and cities.

As the development and grandness, a number of Zhejiang enterprises are tested by the lack of source and rising of cost, while facing the challenges of exploiting global market and using international source. Therefore, it is an important channel of expanding development space and advancing the international competitiveness to implement strategy of "Going Out" and begin international operation. In recent years, government of Zhejiang at all level established a number of financial policies and measures to help Zhejiang's enterprises to go out, and it took effect. In addition to setting up factories overseas, Zhejiang’s enterprises are also trying to exploit source, buying brands and contracting international project etc.
